It has been some days of the fatal earthquake in Lorca. From what I read, the cause, that they have been so much damage, in spite of an earthquake of 5.2 on the Richter scale, is due to the depth of the epicenter. In this case, the epicenter has been only 1km deep (in Japan, relatively speaking, and considering that was 9 on the Richter scale, was more than 24 km deep).
The earthquake has affected, above all, to older homes of historic town. But some newly built homes also have fallen. In this case, technicians will have to assess whether they met the anti-seismic regulations. In the Region of Murcia, anti-seismic regulations says that buildings must withstand up to 7 degrees on the Richter scale.
